Bhimtal wins this ranking because it has everything a dog actually needs: leash-free outdoor space, natural swimming access, low crowds, cooler temperatures, and at least one property where dogs are actively welcomed rather than just tolerated.
Emerald Trail at 1,700 metres above Bhimtal has seven private fenced-garden cottages - your dog has an enclosed outdoor area all day. Boiled chicken and eggs from the kitchen on request. No extra pet charges. The only rule is bringing dogs inside at night because leopards move through this forest.
Sattal (Seven Lakes of Kumaon) - specifically Sita Taal - has gently sloping banks that are ideal for dogs to wade in gradually. Far fewer people than Nainital Lake. The Gaula River running through the valley is a secondary option - rocky banks, more space, natural boulders to scramble on.
The town itself is quiet. No Mall Road chaos, no dense pilgrimage crowds. This is genuinely the most dog-relaxed hill destination within driving range of Delhi.

Jim Corbett sits outside the hill station ranking because it is technically a forest reserve area rather than a hill town, but it deserves mention here because it is the only destination near Delhi with a Tails Verified pet-friendly property - meaning we have personally stayed here with Apple, Captain, and Kimchi.
The Den Corbett Resort & Spa beside the Kosi River is the benchmark for pet-friendly stays in North India. Pet-friendly infinity pool. River access directly from property. Dogs walk freely on the grounds. The forest setting means mornings are extraordinary.
The caveat: Jim Corbett is forest reserve, not a hill town. You are not walking dogs through a market or up to a viewpoint. The experience is entirely resort and river-based. For dogs who love water and open space, it is exceptional. For dogs who get bored without variety of terrain, Bhimtal is better.

Mussoorie is a tale of two areas. The Mall Road and central Mussoorie are crowded, narrow, and genuinely difficult with a dog - especially a larger dog. The roads are packed with tourists, vendors, and traffic during weekends and season. A reactive dog on the Mall Road in May is a difficult experience for everyone.
Landour, however, is a different story. The cantonment area above Mussoorie is quieter, has wider roads, genuine colonial-era walking paths, and a much more relaxed pace. If you are staying in Mussoorie, staying in or near Landour changes the experience significantly. The Sisters Bazaar area has old stone paths that are excellent for morning dog walks.

Rishikesh ranks third because the verified stay options are strong but the town itself is harder for dogs than most people expect. The Ganges river banks give dogs excellent swimming and running access early morning.
The challenge: the temple areas, the bridge zones, and the market streets are crowded with cows, monkeys, pilgrims, and tourists. A dog who is comfortable in this level of stimulation will have a good time. A dog who is reactive or anxious around other animals and dense crowds will find Rishikesh stressful.
The private rooms only rule also limits your booking options. You cannot book a dorm and bring your dog. This raises the cost compared to Bhimtal.

#4 - Kasauli (300 km)
Kasauli is a small cantonment town in Himachal Pradesh that tends to be quieter than most Uttarakhand hill stations. The main bazaar is compact and the cantonment roads are genuinely walkable. β Avoid with Dogs - Nainital (325 km)
We say this clearly because it is important: Nainital is not a good destination for dogs right now. The lake is surrounded by a crowded promenade with no bank access for dogs. The Mall Road is dense and noisy. Most hotels in Nainital do not accept dogs. The boat rides on the lake do not allow dogs. The forest trails above town are accessible but getting to them through town traffic with a dog is genuinely unpleasant.
Use Bhimtal as your base instead - it is 22 km from Nainital, quieter, has better dog access, and has verified pet-friendly options. If you want to see Nainital Lake you can drive over for the view without staying there.
