Stairway To Heaven is the property we found on day four of searching - after four days of calls, dead ends, and one property that confirmed on the phone and reversed it the next morning. It is a privately bookable 2BHK villa on Mussoorie Road in Rajpur, Dehradun, about 4 to 4.5 hours from Gurugram via the new Delhi-Dehradun Expressway.
The pet policy is straightforward: ₹500 per day flat for all your pets combined - not per dog, flat. Dogs are allowed in the rooms, in the fenced backyard garden, on the lawn, everywhere on the property. No breed restrictions, no size limits, no cap on how many pets you bring. The fenced garden overlooks the Dehradun valley and has enough space for a full zoomie session. Badal, the caretaker, was easy with all three dogs from the moment we arrived at midnight.
What makes this useful as a base: Zomato and Blinkit both deliver here (we tested this at midnight - food arrived in 10 minutes), Mussoorie is 30 minutes away, and the property is close enough to Dehradun city for day trips to Maldevta while being elevated enough for valley views from every room. A chef and caretaker are on-site if you want meals prepared without leaving the property.

If you have a dog that swims - or one you want to get into water in a calm, low-pressure setting - Maldevta Picnic Point is the confirmed answer near Dehradun. About 18km from the city on the Song River: shallow water, stony bed, gentle current, no entry fee, no restrictions on dogs of any size or breed. We took Apple (Golden Retriever), Captain (Indie), and Kimchi (Black Retriever) on a June morning. All three were in the water within minutes.
⚠️ Kimadi waterfall is on the way and comes up in the same searches. We stopped there on the same day - not suitable for dogs. Rocky, congested, not the open river experience. Go directly to Maldevta.

Driving to Dehradun from Delhi
The standard Delhi-Dehradun route is NH58 via Meerut and Haridwar (300 km, 5.5-6 hours). The expressway section from Delhi to Meerut is fast. After Haridwar the road becomes slower hill terrain.
Stop at Village Food Courts on the EPE (35 km from Gurgaon - first proper dog break out of city traffic) and if going the longer way, Kundan's in Gajraula (120 km) is a good midpoint break with outdoor seating for dogs.
