Hotel Bobby House, Hotel SunCity, Hotel VIP Premium, and OYO 3066 D2 Holiday Inn all confirm pets allowed in private rooms at no additional charge, spread across different parts of town from near Swargadwar Beach to close to the Jagannath Temple's west entrance. Hotel Prabhupada is the exception, directly opposite Puri Beach with sea view rooms, but charges ₹1,200 a night for pets. Pipul Ocean View Resort, one of the closer pet friendly hotels in Puri near the sea beach, is just 70 metres from the water with a pool and rooftop terrace, though pet charges there weren't confirmed and are worth a call.

Given how close together most of these sit, proximity to the beach versus the temple is probably the more useful way to choose between them than price, since most are free anyway.
